Which brings us to whether your TV does actually do genuine HZ or has an emulation mode of some sort that mimics Hz, or just does not do Hz when used as a monitor. I can verify that when using a monitor with Hz refresh rate it will work as advertised.

But you're saying that Windows itself does not restrict or determine the refresh rate of my monitor or TV? In reply to SneakyRhombus's post on February 1, Using the correct cable between the card and TV would be part of that. Is there a driver software for the TV? Maybe Samsung has a forum where you can get suggestions that may deal with Samsung TV specific issues.

In reply to ChrisChefney's post on December 31, A two year old thread does deserve an update, I suppose While there may be a Samsung TV that does true Hz the OP never mentioned the model , most Samsung TV's and monitors use 'interpolation' to achieve what is a pseudo Hz, not a genuine Hz refresh rate.
These monitors also require a dual-link DVI to achieve Hz. A 'feature' that is not widely advertised, and which catches many off guard. I know this post is really old now, but the other guys here are wrong. If your tv is capable of hz then windows will not adjust it automatically -- you have to do it manually through the control panel.

In "Monitor settings","screen refresh rate",I can only select "use hardware default setting",can NOT see other value. Then I cancel "Hide modes that this monitor cannot display",but,changed nothing. My multi-monitor is a old CRT monitor,and configured at X Checked in device manager there's no yellow!

You are running a state-of-the-art operating system, on ten year old tires. Advice: Buy a new flat screen, and a new video card. You will be happier in the long run. I have fixed up this problem myself. That may be useful to you.
